Making a Complaint

The College protects the public interest by ensuring that Manitoba registered midwives practice safely, competently and ethically.

If you have a concern about midwifery practice in Manitoba that you consider to be unprofessional, unsafe or unethical, you have the right to make a formal complaint to the College of Midwives of Manitoba and to have your complaint investigated. There is no time limit to submit a complaint, but it is advisable to inform the CMM as soon as possible. (Note: in the case where a midwife's registration is cancelled or not renewed, and a complaint is made about the care provided by that midwife, the complaint must be dealt with within 5 years of the cancellation or non-renewal.)

Making a complaint about a midwife's professional practice is a serious matter. If you have a concern about care provided by a midwife, you may contact the Registrar at the College to first discuss your concerns to decide if you wish to make a complaint. The College may be able to help you to resolve the problem prior to submitting a formal complaint.

A complaint about registered midwifery practice must be made in writing and include the following information:

  • The name, address, postal code, telephone number as well as the personal health identification number (PHIN) of the client (the person who received care from the midwife);
  • If you were not the client include your name and contact information and your relationship to the client;
  • Name of the midwife about whom you are submitting a complaint and any other midwives involved in the matter;
  • A clear description of the complaint about the midwife;
  • The dates of the service received;
  • The name(s) of other caregivers from whom information should be obtained;
  • The name of any hospitals attended during the period of complaint and the dates upon which the client received care at that hospital.

Note that the College of Midwives does not have the authority to assess injury or award compensation to a complainant. This is done through the court system.

The College cannot process complaints against individuals who are or were not registered midwives with the College of Midwives of Manitoba. However, if you have concerns about someone who you believe is providing midwifery care, and who is not registered as a midwife with the College of Midwives of Manitoba, contact the Registrar at the above address or at   registrar@midwives.mb.ca.
